An economy cannot have growth if a majority are cynical about the system. The cynicism disappears when any new wealth is returned to the system in good faith. Merely providing menial work with only the promise of upward mobility is essentially bad faith as it offers no guarantee of success or any kind of safety net. Continuous failure creates a feedback loop of risk aversion, reintroducing cynicism back into system.
